When Spain and Portugal experienced a widespread blackout on the 28th of April 2025, it raised urgent questions about the resilience of Europe’s interconnected power system. The disruption across the Iberian Peninsula — with limited spillover effects in neighbouring regions — highlighted how closely interlinked national electricity systems have become, and how the rapid growth of renewable generation is reshaping system dynamics, increasing the need for flexibility, balancing capacity and real-time coordination. In a continent moving rapidly towards renewable integration and deeper cross-border coordination, even short-lived interruptions can carry significant economic and societal implications.

The incident serves as a timely reminder that energy security and system stability remain foundational to Europe’s energy transition. What exactly happened? What vulnerabilities were exposed? And how are Nordic and Baltic transmission system operators reinforcing grid stability amid the accelerating energy transition and a shifting geopolitical landscape?

To explore these questions, we were pleased to welcome:

  • Mr. Agustín Delgado Martín, Chief Technology Officer at Iberdrola S.A;
  • Mr. Kalle Kilk, Chief Executive Officer of Elering AS; and
  • Mr. Tuomas Rauhala, Senior Vice President, System Operations at Fingrid Oyj,

who shared operational insights and strategic perspectives from Iberia, the Baltics and the Nordics.

The event is organised by the Finnish and Estonian member committees of the World Energy Council as part of the European region’s shared European Resilience Initiative.
